Our Dual-Council Structure
Great Governing Council
The Great Governing Council is HANBF's primary governing body, responsible for strategic direction, major policy decisions, and organizational oversight. Council members represent the full spectrum of HANBF's mission areas.

HANBF is officially recognized by MAHVE as the Global Haitian Diaspora Organization (2025) and operates in compliance with Haitian law.

HANBF's 2025 MAHVE letter was submitted to US and Haitian executive branches, Congress, Parliament, courts, embassies, UN, OAS, and CARICOM.
Founding Leadership
Born in Saint-Marc, Haiti, the birthplace of Jean-Baptiste Point Du Sable, the man who built Chicago, Vladimir Leon has dedicated his career to building the institutional infrastructure that connects the Haitian diaspora to Haiti's economic future. A graduate with a Masters in Sustainability Management (MSSM), Vladimir brings deep expertise in sustainable economic development, international relations, and diaspora community organizing.
His great-grandfather, JΓ©rΓ΄me Maximilien Borgella, was the first Governor of the Dominican Republic, a legacy of leadership that Vladimir carries forward through HANBF's global mission.
